Effective human resource (HR) management relies heavily on the formulation and execution of policies that ensure consistency, fairness, and compliance across all aspects of employee management. This study examines the strategies and frameworks organizations employ to design HR policies that balance organizational goals with employee rights and expectations. Through a combination of literature review, case studies, and employee surveys, the research identifies key factors that contribute to equitable policy implementation, including transparency, stakeholder involvement, regulatory adherence, and continuous monitoring. Findings indicate that wellstructured HR policies foster trust, enhance employee satisfaction, reduce conflicts, and improve overall organizational performance. The study highlights best practices for policy formulation and execution, offering practical recommendations for HR professionals to create inclusive, consistent, and legally compliant workplace environments
