Abstract

Cloud computing has emerged as a backbone for digital transformation, providing scalable resources, on-demand services, and cost efficiency. However, delivering reliable performance in bandwidthconstrained or low-throughput environments remains a significant challenge. This study proposes a resilient cloud service framework that integrates adaptive resource allocation, data compression, and fault-tolerant mechanisms to ensure consistent service delivery under limited network conditions. By employing intelligent load balancing and lightweight protocols, the framework minimizes latency, reduces packet loss, and maintains service availability even in unstable environments. Simulation results indicate that the proposed framework achieves improved reliability, reduced downtime, and enhanced user experience compared to traditional cloud service models. These findings highlight the importance of designing cloud strategies tailored for resourceconstrained contexts such as rural connectivity, mobile networks, and emerging economies.
