NEURAL GOVERNANCE: REDEFINING URBAN SECURITY AND ADMINISTRATION THROUGH ARTIFICIAL INTELLIGENCE

The rapid evolution of Artificial Intelligence (AI) is transforming the operational fabric of smart cities, introducing a new paradigm of “Neural Governance,” where interconnected digital systems emulate the adaptive intelligence of neural networks to enhance administrative efficiency and cybersecurity resilience. This study explores the convergence of AI, egovernance, and cybersecurity in urban ecosystems, emphasizing how machine learning, predictive analytics, and cognitive computing can optimize policy execution, citizen engagement, and data protection. By analyzing stakeholder perspectives—including policymakers, technologists, and citizens—the research identifies both the opportunities and challenges in deploying AI for governance automation, threat detection, and decision support. The findings highlight that while AIdriven governance can significantly improve transparency, responsiveness, and risk mitigation, it also raises ethical and privacy concerns requiring robust regulatory frameworks. Ultimately, this paper envisions Neural Governance as a transformative model that integrates intelligence, trust, and security into the digital nervous system of future smart cities.
